cased together with miniature and certificate signed by George VI. Harold Fern was the British president of swimming's world governing body, FINA from 1936 to 1948. He was a member of the British Olympic Association, he also served in local government and was a governor of the Queen Elizabeth's School, Barnet, UK from 1921 to 1965, including a period as chairman. Note: The O.B.E. is a British order of chivalry, rewarding contributions to the arts and sciences, work with charitable and welfare organisations, and public service outside the civil service.
